Skip Intros
To skip the intro clips you'll need to altar the launch parameters by right clicking the games title in your steam library and selecting 'properties'. Under the 'general' tab (1) click the 'set launch options...' button and add "+com_skipintrovideo 1" (3) without the quotation marks and click the 'OK' button (4).
Enable the console.
Repeat the same process as you did to skip the intros and add the following command with a space separating each command (command#1 command#2 command#3 etc):
+com_allowconsole 1
You should now have
+com_skipintrovideo 1 +com_allowconsole 1
as your launch parameters. To open the console in game press the 'insert' key.
When in game open the console and type one of the following to set the framecap:
UNLOCK FPS CAP (pick one).
+R_swapinterval 0 (unlocked)
+R_swapinterval-1 (60 fps lock)
+R_swapinterval-2 (30 fps lock, why tho?)
My weapon of choice is completely unlocked and enabling adaptive v-sync in the Geforce Control Panel @ 60 fps.

Change the frame rate cap.
In order to change the frame rate cap you can either use the in game settings to switch between a 30 fps or a 60 fps option, however the 60 fps option also comes with a very poor implementation of v-sync. Instead navigate to

and open 'the evil withinConfig.cfg' in notepad then find (or add at the bottom) the following line and set it to 0 as follows:

The final step to take now that you have unlocked your frame rate is to enable v sync in either nvidia control panel or the AMD equivalent. DO NOT use the in game v sync settings as it is a very poor implementation and will have a significant performance impact. It's important that the frame rate doesn't exceed 60 fps as the game has issues at higher frame rates.
Surround/eyefinity/widescreen/16:9 fix.
The evil within is absolutely broken on almost every resolution imaginable, with the wrong FOV and letterboxing galore to be found for anyone brave enough to try and run this game at anything but the default settings. Fortunately the Widescreen Fixer program has a plugin that can fix these issues (unlike the game devs smh).
Download and install the program.
Enable the plugin for the game by searching for it in the search box and double clicking it.
Ensure the 'Fix Enabled' checkbox is ticked.
Run this program in the background when the game is launched.
If your monitors resolution is not automatically detected be sure to set it manually under the Flawless Widescreen settings.
